The user is not a DOC employee (their email address should give them away as it won't be a @doc email address). They took the training outside of the LMS at the COMET MetEd site and need a certificate.

To access your certificate for the Weather Watching Training, you will need to go to the COMET MetEd site where you originally took the training (https://www.meted.ucar.edu/). Once you login into your account on the MetEd site you should be able to retrieve your certificate.
