Kindly note, NOAA has a limited number of CLC licenses for non-federal employees, so the NOAA Administrators request that only those who meet the requirements of the HR Bulletin 103 policy be granted access.

Access for contractors or interns to the CLC requires your Federal Manager to contact "NOAA.StaffDirectory@noaa.gov" and request that your "CLC Flag" be set to "Yes" in the NOAA Staff Directory (NSD). Once the flag is set, the new account should be established within a week.
